Public Participation

Approval of Minutes
Decision
Members confirmed and RESOLVED that the minutes from 16th July 2025 accurately reflect the meeting.
Matters Arising from the Minutes
Cllr A Griffin confirmed that Powys CC will be removing the raised plinth outside the Eagles Chip Shop and will move the lamp post closer to the road.
Mayors Report
Mayor’s report was duly noted.
County Councillor Reports
County Councillor was unable to attend. Clerk highlighted the public meeting at Welshpool Town Hall on 23rd September related to the closure of 6th Form Centre’s.
Decision
- St Myllins Church, Youth Music Group – Councillors RESOLVED to partial funding until end of year and then review based on report.
- Councillors RESOLVED to provide funding for up to 65 residents of Llanfyllin at a cost of £21.50 per head.
- Market lease has expired, Councillors RESOLVED to renew it and request Powys CC to ensure there are signs at all authorised locations.
Clerks Report
a) Bank reconciliation verified and signed by Cllr Cowham. Schedule of Payments checked by Cllr D Mayor, countersigned by Cllr Cowham. All approved.

- Allotment & Play Park lease is held up with Powys Legal team who are considering the need to separate into separate leases.
Decision
Councillors RESOLVED to move the Public Amenities Committee Report to the end of the agenda to allow a member of the public to attend for longer.
Councillors RESOLVED to install height restriction barriers to the Wetlands Car Park.
Councillors RESOLVED to increase hours to 36 per month and reallocate budget lines.
Actions required
Clerk to draft job description and seek Health & Safety Training costs.
Public Amenities Committee Report
Decision
Councillors RESOLVED to work around it by not using it.
Market & Events Committee Report
a) Market & Events Committee. Market Terms and Conditions have been drafted, Clerk to circulate for approval and adoption at next meeting.
b) Christmas Market Planning. Good response from traders. Issues have arisen with the U5010 which is still classified as a public highway so cannot be closed without permission at a cost of £600.
c) Licensing requirements for alcohol sales outside The Old New Inn disputed by Cllr S Wilkinson. Additional clarification to be sought from Powys CC licensing.
Actions required
Risk Assessments Checklists to be distributed by Clerk for review.
Policy & Finance Committee Report
Preparations for the 2026 budget are underway, with a draft due by mid-October for sub-committee review and amendments. The final budget will be approved in December to ensure timely precept submission.
Correspondence
a) Correspondence from BRACE will be discussed at the next Public Amenities Committee Meeting who will make
recommendations back to Council for approval.
b) The Clerk will thank Annie Ingram for her input on bus services. Cllr S Cowham requested data from Powys CC
about the removal of the 72 service. Cllr A Williams referred issues to Steve Witherden MP, who will meet with
Powys County Council soon. Cllr A Griffin thanked her for raising these matters.
c) Stuart Danby’s notice to withdraw from his NHS Pharmaceutical Services Contract on 31 December 2025 raised
concerns about the Medical Centre’s capacity to fill the resulting gap. Councillors unanimously agreed to formally
acknowledge his significant contribution to Llanfyllin, and the Mayor will send a letter of thanks for his dedicated
service.
Public Amenities Committee Committee Report
a) Councillors VOTED to suspend the meeting to allow for sensitive contractual discussions.
b) Public toilet refurbishment slightly delayed should be completed within the next week.
c) Issues highlighted with U5010 and Town Square management. Clerk to discuss with Powys Highways.
d) Cllr A Williams raised issues with Bron-y-Gaer entrance. Not on the agenda so will be moved to the next meeting.
e) Recommendation from PAC Committee to extend cleaners contract responsibilities with an increase in working
hours.
